No. Orders are checked against ShipCompliant before payment without Shopify Plus. Some Shopify features, such as live carrier shipping rates, depend on your Shopify plan.
On Shopify Plus, ShipCompliant calculates tax inside checkout. On other plans, checkout shows a per-state estimate and ShipCompliant calculates tax on the committed order. Your filing stays in ShipCompliant.
